Mowdy Requests 96% Contractor Pay Raise Information

SUBJECT:  Open Records Request - Concerning  96% pay Increases for road                                   bond contractors, HNTB and Prime Strategies.

To:  County Judge Dan A. Gattis,  Williamson County Commissioners Court, Georgetown, TX

Dear Sir:

The attached Austin American Statesman newspaper article dated May 14, 2014, titled "Road projects, pay raises approved," reported the Williamson County Commissioners Court approved new contracts that will provide up to 96% pay raises to consultants Prime Strategies and HNTB.  

The article reported new pay rates as high as $283.25 per hour, which amounts to a $589,160.00 annual pay rate for one employee position.

I request your office, as the government entity responsible for the approval decision, respond to this request in compliance with the Texas Open Records Act.

With regard to the attached Statesman article, the Court's approval action and Mr.Bob Daigh's comments within the article, documents containing the following information, or data, are requested:

1.  The "regional Consumer Price Index," document, or data, used to support the new contract pay increase decisions.   

2.  The document describing the contract job classifications and descriptions of positions that received pay rate increases under the new contracts?

3.  The document containing the contract job classifications and descriptions of all contracted positions and pay rates for the new contracts?

4.  The document containing the market rate data, or information, used to determine the market rate described by Mr. Bob Daigh, for the new contract pay rates?

5.  A document showing Williamson County employee pay rates, or salaries, for county employees that was in effect January 1, 2000?

6.  A document showing Williamson County employee pay rates, or salaries, for county employees that was in effect January 1, 2009?

7.  A document showing Williamson County employee pay rate, or salaries, for county employees that was in effect January 1, 2014?

Please provide the requested documents to the letterhead address.
